IMO I wouldn't even bother. If the chrome is peeling on the outside already it's only a matter of time before it starts peeling around the bead. Once the chrome starts peeling at the bead there's not much you can do to fix it.
If these are already leaking air then that's a good sign that this is already happening.

As long as you remove all the corrosion and protect it they could be saved, it's still an aluminum wheel underneath, but you still have to make sure the bead area gets cleaned up or it will continue to leak. You're going to lose the chrome finish anywhere it's started to bubble.

If you like the wheels and really want to fix them, there are places (like Detroit wheel and tire) that can refinish and repair wheels, that might be worth looking into as well.

You'll have ALOT of work ahead of you on this. Time = Money. Sometimes just cutting your losses and getting a fresher or even new set is cheaper in the long run.

Bonneville GXP wheels look amazing on Regals! Just make sure you get Buick center caps.

I contacted Detroit Wheel & Tire several years ago about stripping chrome wheels to refinish and they told me that although possible, it is extremely expensive and just not worth it. Once a wheel is chromed it's very difficult to do anything else with it. I had DW & T chrome my GXP rims but unfortunately, they suffered the usual chrome problems. It was far less money for me to purchase a good set of used GXP rims and have a PVD chrome applied.

DT&W is where I got the "V" wheels from awhile back.

Here is a local Chicago place that does rim repair. They also do PVD chroming which last much longer than regular chrome. I would love to send my original STS wheels to them to have them chromed.
