I thought shift kits made the shifts harder? Why would I want to do that when it's already shifting hard? Or am I mistaken?

Accelerating from a stop at about 2mph the tranmission goes into second gear and the car bogs down, you can fix it by shifting the shifter to 1st gear and it pulls right back into 1st. How can I fix this? Do I need to get the PCM tuned?
