I measured my FP yesterday per Chilton's procedure. my specified range on my 94 Bonneville SE is 40-43 psi. I got 40 at Engine off key on, and at parked and revving the motor. At idle I was getting 34 psi. I don't know how to test my fuel pump separetely from the FPR. I have a new AFPR ready to install with some mods (WOULD NOT cut fuel lines just the FPR tubing).

What's my next step here?

DO NOT, I REPEAT.... DO NOT install that FPR. That is the FPR you were talking about in your other topic correct? If so, remember it was said that that is a DOWNGRADE from your stock FPR.

Change the filter first, check the pressure again.

DO NOT install that new regulator. IF you must install a new regulator, get a stock one for your car. More pressure then the stock pump and regulator allow will do you no good.
