1994 Bonneville SE
Several months ago the engine would surge upwards of 3000 RPM on startup and stay there. I pressed the accelerator several times to see if maybe it was stuck, but surge continued. Turned engine off, cleaned the throttle body with carb cleaner and seemed to fix the problem.
Yesterday, drove home from work. Stopped off at a store and returned to the car. Started it up and it surged to ~3000 RPM and did not drop. Managed to drive it the 1 mile home while holding the brakes.
Got home, turned the engine off then on again and no surge.
Any ideas? Another throttle body cleaning? TPS?

you can first make sure the throttle plate closes properly.
really should get it scanned for codes and make sure tps is proper

Replace IAC sensor or MAF. If i had to guess it's going to be the Idle air control
