3.5 is the smallest pulley you'll have with ported heads?
Ported heads and headers with no valvetrain mods? Running at 5000 ft elevation will kill you.
Are you asking what it'll run at the track? Probably not much quicker than stock heads, exhaust manifolds, and a 3.4 pulley. Very hard to say ...

Stock motor only ac,egr,evap, cat, res delete only bolt ons r ssac headers and 3.5 in fwi, al 104, and 180 stat diy shift kit and dr on stock pulley at 3500 ft elevation which has a da correction of about .6. All of this would be in the gutted 99 regal and pass seat would be pulled and catback dropped
