2000 SLE single zone system.
With the engine running, a/c on max & recirculate,
low side is 60psi.
High side 300 psi.
Should I add more charge?
If so, how high is safe for the low side?

I think your pressures are in the high side of normal. I wouldn't go adding more.

What is your ambient temp? Your pressures are high. You have a problem. I'm guessing a clogged expansion valve (orifice tube).
