Can anyone please help me identify this part?
I bottomed out HARD on the streets of STL the other day. I git a flat but thought everything else was okay. Today I noticed this hanging down from the very front corner on the driver's side. Clearly, The white part goes on to the black part with the orange ring, But for the life of me I can't figure out what the part is or what it does so I can fix or replace it. Can anyone help?

Thank you SO much!! I couldn't get the stupid picture to upload so I thought it'd get ignored and I just didn't know where else to start!! I appreciate your help, now I have to figure out how to fix it!!
