electronic climate control

got a 97 Bonneville. got a digital display that wont come on at all but all the press buttons are lit up like its getting power. no heat or ac without this unit working. went and got another from a 95 that looked exactly the same. I installed it and the same thing again, buttons lit up but digital display gets nothing. what can I do?

page 6-62 has the fuse diagram - fuse 5a is for ac/heat
