On my 2000 SSEi when I`m driving down the road if I move the wheel from side to side there is a slight amount of play with a detent either way. It is only a very slight movement but it is there none the less. Is this normal for these models? I now the older generation Bonnevilles didn`t do it.

Check you TREs, there a chance that they could be bad, or it could be the control arm bushings. Jack it up and start trying to move things that, should not move that are linked to the suspension for the front end.

It feels more like it`s either in the rack or the steering shaft. There`s a notchiness to it that reminds me of when the steering head bearings on a motorcycle develop a flat spot.

The notchiness could be the intermediate steering shaft. That generally does not involve any play, however.
