A/C problems
Why is it that my a/c only blows really cold when the i have it on the recirculation cycle and why does my volt meter just drop to like 9volts at random when the A/C is on

Depending on the scope of the issue, everything may be completely normal.
The A/C will cool better the cooler and drier the air is going in to it. So when recirculating, the air is constantly being cooled and dehumidified over and over again. You will also likely notice that to a point, when the car is first started on a hot day, the A/C will actually work better pulling outside air until the cabin is cooler than outside, then switch to recirculate.
Also, the cooling fans behind the radiator also dissipate heat from the A/C, and are controlled by the computer. They draw a horrendous amount of power when they start, especially when ramping up to high speeds. There may be other things at work as well, such as poor/corroded battery connections/cables.
I am sure the pros will chime in with more specific information however.
