For an SE, I would likely do a fender well intake, high flow cat, port and polish when the UIM and LIM issues and addressed, and a block of wood under the gas pedal if you want to save fuel.
Rockers may give it some kick too, but if you really want to go fast, you will need to go supercharged, which it's usually easier to sell what you have, and buy what you want.
Maintenance is very important too

Looks - get a detail done by someone that knows paint correction and headlight restoration or learn to do it yourself, this will get it looking like new. 18" wheels minimum, 20" wheels max, but I have seen some bigger then 20" that were OK just not for me. Tinted headlight reflectors and glare caps give a nice aggressive look, tinted tails look good too, or you can go the other way and clear both for more chrome. The grill, side chrome, and badge look good blacked out depending on what color your paint is. Window tint makes anything look good. Clean and paint your brake calipers, black or silver I feel looks best as red is just too attention grabbing and who wants to have attention drawn to tiny low performance calipers? If you want to go all out drop it with a set of custom lowering springs, some here have done it and it is definitely drool worthy!

+1 on porting the LIM, that will make a huge difference in your throttle response when combined with a fenderwell intake. Other than that, it depends on how crazy you want to get with mods. ZZP's ER ratio rockers will net you more power than any other aftermarket rocker for N/A motors. You could also look into doing a cam if you don't go with rockers. If you don't want headers, you can either port the stock exhaust manifolds or get a PLOG and ported rear manifold.
Aside from those options, you can either topswap from an L67 or L32, or you can go turbo. If you decide either of these forced induction options, be prepared to replace/build your trans pretty shortly after doing so.
