RACK OR STRUTS?????? Help

I have a 99 se, recently posted in electrical section about a problem which is still under investigation.

BUT now its this issue steering feels loose and almost uncontrollable at times when hitting bumps, car wanders on the highway and also feels uncontrollable worst when hitting a bump at 55mph and up.
PARTS IVE REPLACED ball joints, outter tie rods, stabilizer links, hub so I'm guessing struts or rack.
