Wow, that didn't take long to annoy me... anyway, I found a video once on youtube that would tell you how to diagnose belt squeals and it involved spraying fluid on different spots of the belt. Someone shared this on the Cherokee forum and I used it once. Looks like according to this video you have a pulley alignment issue.

The guy in this video shows you how to diagnose and find the issue. Good luck with the fix!

So, if i take a wrench... and just ever so slightly back the tension off just a hair... all the squeaks and squeals dissappear. & the belt rides towards the center of the pulley.

I am thi8nking the Tensioner assembly is not quite right and or faulty... I have seen this a couple of times on the 95-99 Bonnevilles and other H bodies... And it does look like the belt is not riding the tensioner properly... Only thing I can think of is that the tensioner is out of whack.. Might be time to throw a junk yard part at it..

I agree on the tensioner being bad. If possible, with the belt on, check the gap around the tensioner where it pivots. I bet it is uneven.

Concur on the tensioner. Mine had that scraping sound (I don't hear a squeal) and replacing the tensioner cured it at once.
And check your power steering fluid. Sounds low.
