Weird turn signal like noise coming from dash

Trying to track down some of these odd and aggravating noises. On occasion I get a very odd noise that sounds like a lower frequency turn signal indicator or a whooshing sound that sounds like its coming from inside the dash or possibly however unlikely the back of engine bay (I can only hear it inside as it only comes on while engine is running and cant hear it through the engine noise when hood is up), I really cant describe it better then it sounds like a not as loud turn signal indicator tapping sound. It comes and goes, usually upon initial start up or sitting at a prolonged red light if I turn the car off and on again it usually stops it. I do need to replace the Canister Purge Solenoid could this be causing it, I'm just spitballing because its in the general area of the noise and doesn't it open and close, Perhaps causing this noise?

Tick-Tock Noise From HVAC Module Assembly (Install Spring)

Models:
1997-1999 Buick Park Avenue, Ultra with RPO CJ2
2000-2001 Buick LeSabre with RPO C67
2000-2001 Pontiac Bonneville with RPO C61

Condition

Some customers may comment that the Heater and Air Conditioning (HVAC) Module Assembly emits a repeating "tick-tock" noise.

Cause

The "tick-tock" noise may be due to the two air mix (temperature) actuators on the Park Avenue HVAC module and the mode and air mix (temperature) actuators on the Bonneville and LeSabre HVAC module oscillating/cycling when they have reached a position on the HVAC module.

Correction

Install a deflector spring, P/N 25732764, in the covers of the two air mix (temperature) actuators on the Park Avenue HVAC module and in the covers of the mode and air mix (temperature) actuators on the Bonneville and LeSabre HVAC module.
1. PARK AVENUE:

Remove the two air mix (temperature) actuators from the HVAC module assembly. Refer to the Air Mix Actuator - Driver and the Air Mix Actuator - Passenger replacement procedures in the HVAC Systems - Automatic sub-section of the Service Manual.

BONNEVILLE AND LESABRE:

Remove the mode and air mix (temperature) actuators from the HVAC module assembly. Refer to the Mode Actuator and the Temperature Actuator replacement procedures in the HVAC Systems - Manual sub-section of the appropriate Service Manual.
2. Remove the retaining screws from the covers of the actuators.

3. Install a deflector spring, P/N 25732764, on the covers of the actuators. Apply excess lubricant from inside the actuator onto the deflector spring.

4. Install the covers on the actuators.

5. lnstall the cover retaining screws.

Tighten

Tighten the screws to 1.4 N.m (12 lb in).
6. PARK AVENUE:

Install the two air mix (temperature) actuators to the HVAC module assembly. Refer to the Air Mix Actuator - Driver and the Air Mix Actuator - Passenger replacement procedures in the HVAC Systems - Automatic sub-section of the Service Manual.

Thanks sounds like what it is... how difficult is it to get to the actuators?

You may have to contort yourself some, but they aren't too bad. Remove the lower dash panel, and look up and toward the center of the vehicle.

Probably not. An actuator could die, but that's not all that unusual.

Do any of you guys have a picture of the springs and where they go? I went up to the local GM dealer with the part number. They said it has been discontinued but is still available. I am curious where it would go.

This is the only picture that was included int he TSB. It appears that #1 is the spring.
