97 grand prix gt wont hit 3rd

so heres my next issue guys. i replaced the vaccume modulator and all vaccume lines, changed tranny fluid and filter. the problem is it wont hit 3rd gear until the rpms hit about 3500, this is hard to get in town at 30mph but it really isnt a problem on the highway. any ideas?

do you guys think if i adjusted the vac modulator i could get the line pressure up enough to hit third below 3k
