How to get rid of CEL after installing new Cat

Got new Magniflow Cat converter installed and CEL popped up shortly after. It is p0420 (insufficient converter something...) What is the easiest way to get rid of it since have to pass an emission inspection?
So far as I understand it is either o2 emulator or get the performance shop to tune it out. I am reading that emulators die after couple of years. So maybe tuning is the best route? Which is the safest way? I am sure don't like to mess with the computer. Does anyone know if a performance shop would do tuning to only ignore the code and how much that would cost? If you can suggest a place that can do it in a DC area - I would appreciate it.

Tuning would be preferred but it might be hard to find someone who will do it for you, plus it might be very expensive as well. For now I'd just go with the emulator.

Im using a "spark-plug defouler" as an extension onto the o2 sensor. i read about it on some honda website. its been working for a couple months now. youll need to drill out the center of the extension to get the o2 to thread into it. so it would be exhaust bung->defouler->sensor. legality ...?! i dunno but my guy passed my at the Valvoline express. I think most places, around here anyway, just make sure your CEL is off, that and safety check.

1: Tune DHP or HPT (check local Grand prix forums for someone to turn off the code... DHP is unlocked and should be free if you find someone to help you)... Or a mail order tune from ZZP or intense will take it out.

2: O2 spoof (ZZP sells them IIRC) (for the price your almost 1/2 way to a generic ZZP tune)

4: Buy a CEL Fix (fancy version of #3) (had one for my Subaru's and worked great) (some actually have Cat meterial in them, others are just O2 extensions)
