Is there any way to cut a hole in the Floor to remove the fuel pump without removing the fuel tank? I don't have the ability or tools to remove the tank and replace the pump.

Don't have the ability or tools to jack up a car and remove 2 bolts/straps... but you have the ability and tools to cut a hole in the floor?
No.

Don't do it. Not only is it risky (You're around gas), but it also ruins the car. Repairs can be made if you break a bolt or a strap.

Listen to what these guys have to say. They know what their talking about.
It's not hard to remove the tank. If it's not your daily driver you don't need to rush through it.
If you need step by step instructions I'm sure someone here would be willing to help.
DO NOT cut a hole in the car.

NO!
The fuel pump/sender unit on this car is very large. Cutting a hole in the floor to get access will destroy the car.
Jacking down the tank is easy enough.
