98 olds aurora electrical

Hey guys, boy do I have a problem.Here it is, the lights on my wifes aurora will blink off and on with out the key in and theres a noise that comes from under the dash sounds like its right by the steering column.The head light module has been replaced and it quit for a while and now its back 
Any Ideas as to what to check next any help would be greatly APPRECIATED!!!!!!!!!
