In PA the emissions are exempt if the vehicle is driven less than 5,000 miles in the previous inspection calendar year. This was put in place to account for older citizens that drive very infrequently and collector cars that aren't driven much either.

Well, we have so much in common with CA, like the oceanfront, the beaches, the warm climate....hrmmm, well, maybe just the A in the state abbreviation. This applies to our equipment too. All new cars sold in PA must be CA emission equipped. Made for quite a problem for dealers to just hop over to Ohio and grab a particular car (dealer exchange) to sell a customer the car they wanted.

NY's emissions for everywhere but New York City and surrounding counties is plugging the car into a scanner and checking for emissions fault codes. Also a visual inspection of the exhaust if something is fishy.

I noticed earlier you said NY state inspection costs $21...I am guessing upstate has different costs because here on Long Island it's $37 anywhere you go and that's a state-set fee and been that way quite some time.

Also, I forgot the year marker, but, like my car being OBD I, it has to be dyno tested for emissions and yes, CEL can fail the car, but in your case being a 99, you have OBD II, gets plugged in and if the car has a CEL light it will instantly know and print a failure for your car (no dyno needed for OBD II)

When I said year marker, btw, to clarify...I mean when just safety stops and dyno goes along with it...could be somewhere in the 80's IIRC, but I'm not sure. Also in NY state OBD I cars get a different sticker being on a different machine...you'll see the larger old style inspection stickers instead of the new small square ones. We've had County sheriff's so dumb they don't know that and see OBD I Inspection stickers and pull you over going "that's not valid" for them to call in and find out it is cause they are in training and don't know better...(didn't happen to me, but two people I know)

Buffalo isn't an enhanced-emissions area (yet) like NYC and Long Island, so it's $21 for the safety and OBDII scan. No dynos, even for OBDI cars.

Not familiar with that exemption, and I'm looking at the vehicle code right now... I've owned several collector cars, and they were inspected annually. My Duramax averages just under 5K a year, and it gets inspected as well.

Here in WV we have safty inspection every year... brakes, horn, lights, rusted thru body panels. They also check for illegal window tint. Depending on where you go it's $12-15

I honestly wish we had safety inspections in MN. Would keep a lot of crap I see daily at work off the roads. We had a Rendezvous with tires that were down to the cords, and it was icy, and they were planning on going another few weeks on them. Some people just amaze me in ignorance.

In NY the rust is a car killer. Plus there are a lot of folks who would ignore their cars until something broke or rusted out. Seeing someone through a snowstorm is hard enough. Seeing a car with a burned-out bulb is much harder. Plus a few million cars with sketchy emissions in and around New York City would make for worse smog than they currently have.

Fortunately down here we have little to no smog...and the only time we have weather that's hard to see in is fog or serious rain...so I guess that's why we don't have inspections of any kind. Which is fine with me. People seem to take care of themselves for the most part.

Cops WILL pull people over if they have a taillight or a headlight out though. That's really the only thing people seem to let go.

New Jersey

As of January 1, 2009 all 2009 model year and later passenger vehicles or light duty trucks weighing less than 8,500 lbs. are required to meet California Low Emission Vehicle Program standards.


Safety and emissions testing every two years, brand new cars are exempt for the first four years provided the car remains with the same owner. Older cars registered as antiques do not require emissions testing.
General inspections are not required for historic or collector vehicles. To be classified as a "historic vehicle" it must be:
At least 25 years old
Specially registered and display QQ plates (1945 and earlier models are required to display one plate on the rear of the vehicle. 1946 and newer models will be issued two plates and both plates must be displayed, one on the front and one on the back of the vehicle).
To be classified as a "collector vehicle" you need to apply when you register and make sure that the vehicle:
Is not registered as a "historic vehicle" or a "street rod"
Is not driven more than 3,000 miles per year
Is insured as a limited use "collector vehicle"

No safety inspections for the state of Idaho although I think out of state cars do get a visual inspection (I think mostly for VIN verification). Emissions are required in Boise (Ada County specifically) only that I know.

CA: We have emissions inspections and testing every two years. They inspect to make sure everything is hooked up correctly and that it passes an emissions test. They want all the intake components to be either original, or else replaced with components that have a "California Air Resources Board" (CARB) sticker. -You can buy some ready-to-go K&N intakes that come pre CARB certified. My Autozone ricepipe + K&N filter, however, are taboo, so I have to swap the stock airbox & filter on before I have it inspected. The emissions test can only be performed at authorized service stations, and every now and then they make you take your car to a "test only" station, that presumably is impartial since they don't stand to make any money off you by failing you and charging you for repairs. The tests are done on a Dyno at different speeds. A Check Engine Light is an instant fail.

Ironically, my emissions scores are better with the Autozone ricepipe + K&N cone filter than they are with the stock airbox and K&N drop-in filter (my dealership ran the test both ways for me.) I've seen dishonest shops charge people with older failing cars a fee to stick the emissions tester up the tailpipe of a newer car that passes, so they can keep driving their older car without performing expensive repairs.

I think the whole thing is a scam. Dealerships have a conflict of interest, because they can try to sell you a newer car if your car fails, and service shops have a conflict of interest because they can try to sell you repairs if your car fails. They clearly don't care about actual emissions, since they'll fail my ricepipe + K&N cone filter, when it performs better on emissions than the stock equipment. If they really only cared about actual emissions, they wouldn't care WHAT equipment was on your car so long as your car passed, and they'd only test your car at places that don't do any repairs.

Right here with ya and no inspections in SC. They did away with them probably 8-10 yrs ago. They were only superficial anyway. Most of the time the garages that were doing them found them to be more of an annoyance and rushed through them.

Very commonplace for Ontario. I won't tell you how I got an extra year out of my old Civic...

Now that I'm a little older and wiser, I will take my car to one of a few honest shops to get inspected. Most chain shops find something "wrong" with your car. My brother brought his van to a chain shop that found $1500 of work needed to pass NY inspection. He then took it to a shop I trust that found the legitimate problem and fixed it for $300.

There's not much fooling the computer in NY. You either have a CEL on or you don't. That's not getting into what a good tuning suite can do...

My car is registered in NJ, and as a recommendation to you all, never ever register your car in NJ unless you have to. We have emissions testing every 2 years (4 years for brand new cars) and safety testing all around. Check engine light on and you fail. Light bulb out, you fail. My mom's 95 Honda Odyssey (inline-4) once failed for emissions but after retesting it just passed.

It's easier than registering your car in downstate NY and shelling out $37 a year for inspection. Upstate we're lucky and only fork over $21 every year.
