Front spoiler and underbody spoiler connecting stuff

1995 Bonneville ssei Hi guys, new member Calgary. Just bought car underneath the front spoiler there is a plastic air dampener it runs about a foot behind front spoiler. Is ther supposto be another piece that bolts to bottom of spoiler and kinda connects the both of them? The spoiler has holes in it for something. Thanks glad to be here :beerchug:
