Filler neck wire?

Hi guys, quick question. What is the wire near the filler neck that is coming from the car; that you connect to the metal part of the neck where the cap screws onto?

I'm not speaking of the wire connected to the filler neck (ground wire) but the flat-rubber like wire that slides on to the metal part.

That sounds like the ground strap to me, one side has the bolt hole and the other end of it has a coated slide terminal.
