99 ssei engine code p0440

My check engine light came on today. I got the evap system no flow during purge code. I have a gas leak at the tank and it takes between 1 and 5 seconds for the engine to crank to life. I was wondering if the gas leak at the tank could cause this or what i should be looking at along with its location. I dont make much so what ever work is done it will probably be a redneck fix

I just got the same code after replacing my gas tank cap with a new one. Looking at the filler neck, I noticed it was pitted a little with rust, so I threw some grease on the rubber o ring and cleared the code. I'll let you know if that helped me out at all.
A temporary fix does not exist. It becomes a solution until it needs to be fixed again.
