93 SSEI Radiator fan ONLY WORKS with AC on

I have a different situation. On a 94 Bonny SSE both electric fans are coming on at all times. Even when you just start the car up at ambient temp. Service engine soon light is on, but haven't had time to get a code run. Also can anyone recommend a code scanner that works well with this car. It has the OBD 2 plug but I've bought a few scanners that didn't work. I've only seen expensive shop scanners work. Auto zone and O'riely's scanners don't work. Also I recently replaced the radiator and thermostat. I think I replaced the coolant temp sensor but can't remember. Pulled the plug on the coolant temp sensor and the fans still both ran at near cold temp.
