That's a redonculous gain. Why doesn't everyone with that motor get it?

Yeah but with an L67 you need a pulley, headers, valvetrain mods, and a tune to get a jump like that.

In terms of hp gains, I could see it but definitely not in terms of tq gains.

Many people don't also realize how conservative most stock tunes are, as parts safety is first and foremost. Especially on forced induction engine.
