Would an ignition lock cylinder from a 1990 bonneville fit a 1994 bonneville?

I would say yes, because GM used the same design from the early 80's all the way into the late 90's. I'm not sure that the '90 will have the VATS wiring though.

Just and educated guess though.

Yeah, I don't need the VATS wiring, when I got my car it didn't come with keys so the lock cylinder in it is useless and I don't feel like spending 40-50$ on one with the VATS wiring when I could buy a non-VATS one for 1990 bonneville for around 20$

Then you'll need to bypass the VATS.
