Seized s/c valve?

We bought a 97 SSEi to replace my moms 96 SE and we are getting it all cleaned up for spring. When we took off the engine cover to clean there is this arm sticking out of the s/c near the throttle body that is attached to a vacuum diaphragm. The arm was seized solid in the down position. We took it off and got it to move but still feels gummed up inside. What is that arm for?

That is the BBV (Boost Bypass Valve). It opens during idle and cruise conditions to allow air around the rotors of the S/C to reduce drag on the belt path and improve mileage since you don't need boost while cruising. Could be carboned up I suppose.

Thats what I was thinking as well. If it is stuck in the down position does that mean I am getting boost all of the time, or none of the time?

Should be all of the time, lol. Might be a good idea to pull off the S/C. You should replace the LIM gaskets @ this point anyways.

Spray some sort of lube onto the shaft on the front and the back, and then work the arm back and forth about 100 times. Should smooth out.
