1988 LE won't start after being stored for a year

1988 LE won't start after being stored for a year

The car ran fine when it was stored except the battery kept going dead. I thought the alternator was probably bad because it always started fine after the battery was charged, but it would only go about 10 miles before it ran the battery dead again.
Current problem is the engine cranks over fine but won't start. When the key is turned on, I can not hear the fuel pump energize at all. There is no sound. The fuses on the drivers side under the dash were all ok. The two fuses under the glove compartment were ok. When the fuel rail valve was depressed, fuel would come out, but it did not really squirt out but it did come out with a little pressure. I put 2 gallons of gas in the tank just to make sure that it was just not low on gas. I disconnected the fuel line from before it goes to the fuel rail and cranked the engine. Gas did not pump out of the gas line. I decided it was the fuel pump. I tried to drop the tank but after I got the bolts loosened they just kept turning, and I couldn't get them to come out any further. I left the key on and disconnected the wire connector that goes to the fuel pump connector coming out of the gas tank. I took a test light and touched each of the four pins inside the electrical connector but the test light never came on. Shouldn't I have current to the connector when the key is on? Is there a relay that could have gone bad? If so where is it located and how do I know which one is for the fuel pump? Is there something else I am missing besides fuses and relays that could be causing the problem? Have I done enough to determine it is the fuel pump?
I have already bought a new fuel pump so I will put it on regardless. Do I have to remove the exhaust or other components in order to drop the tank? How do I get those darn gas tank strap bolts to quit turning. There is only a small opening on one side to even try to stop them from turning. I have tried to wedge a screw driver, prybar, and a wrench into the opening to stop the turning without success. Is there an actual nut up in there, or is there some other kind of threaded fastener up in there and what is the best way to stop it turning so I can get the two strap bolts out? Help!

Only durring pump prime. You need to cycle the key when doing this test and wait 10 seconds between key cycles. Pump prime only runs for a few seconds, then it needs 10 seconds "off-time" before it cycles again with the key rotation.
