Check all the bulbs and sockets to make sure they are good. If those are good it could be the flasher.

Today I installed a new flasher and they worked, however only the lever stays in position on a right turn, not the left??? Can there be another part I don't know of?? Thanks for the above help Sir.

clock spring, there is a mechnanism in the column that holds it in position, needs to be replaced.

Not the case here--a clockspring's sole purpose is to supply electric to various components in the column, such as the airbags--which a 1990 does not have.

Service manual indicates that the problem would typically be with broken turn signal springs which hold the lever in place, though sometimes related plastic parts break, such as the switch itself.
Replacing the actual turn signal switch--which is not a part of the black turn signal lever/stalk-- should resolve the issue..

You can either replace the springs themselves or the entire turn signal switch---again, this is not the black multifunction lever/stalk part that I suspect you have replaced in the past.
Either way, it requires column disassembly.

Since the amount of work required is basically the same, the switch may be the better option.
http://www.rockauto.com/en/moreinfo.php?pk=96499&cc=1247318&jsn=397 are the springs
http://www.rockauto.com/en/moreinfo.php?pk=97854&cc=1247318&jsn=487 is the turn signal switch (w/o push button controls, etc, see Rockauto online catalog for the details),
It's possible that the turn signal cam ---not the return signal return or cancel cam--has broken http://www.rockauto.com/en/moreinfo.php?pk=1481656&cc=1247318&jsn=393&jsn=393
This part as well as the springs are also included as part of the turn signal switch by ACDelco that I linked
