no, you need to use the 99+ tb as a unit, but you will also need to add the 99+ maf tables into the pcm. I ran without the pcm tune and ended up switching back to the 97 tb till I can get it done at the same time.

The 99+ L67 TB bolts up but you will need the 99+ MAF tables.

And the MAFs aren't swapable due to the different ways the TBs directs air into them. The MAF designed to be in the 96-98 MAF post won't work well with the 99+ ramp in front of it. And the 99+ MAF physically will not fit into an unmodified 96-98 TB.

it runs fine, but under wide open throttle I noticed about a 5mph decrease in trap speed. I had it on for 6 months until I got to the track and saw the results.

it felt like it had better lower end torque, the 99+ tb allows more air flow.

Either send your PCM or a core PCM to INTENSE, or buy yourself a tuner (HP Tuner or DHP PowerTuner) or find someone that has a tuner come and do it for you.

If you want a core PCM, let me know...I have an extra 97 PCM I no longer need. H3LL, I could probably tune in the new MAF table FOR you as well.
