So I recently changed the light board/circuit board on my radio, the blower motor, blower motor resistor, and the climate control panel. They were all new parts and now my speedometer is reading higher than it is actually going. Is this just a coincidence or did I set something off?

I don't think it is related. The speedo gets its signal from the PCM so maybe your stepper motor is going bad?

It's not "fluttering" as I've read on a few posts that were related to stepper motors. It will read 30 mph when actually going 20 mph, 50 mph when 30 mph, etc. Could that still be stepper motor related?

It could be set to metric, instead of english. Does the speedo say mph or kph? If kph, there should be a button marked eng/met

It's on the panel with the DIC controls, Trip Reset, etc. Does the light on the speedo say MPH or kph?

This does sound like it got flipped to metric, not the first time we have seen it throw people for a loop :)
