*Blows dust off*
I got frustrated with it and gave up on it for a while. I cleaned up every connector I could find on there and triple checked all the wires. I even connected my scangauge to it and everything looked normal as far as air fuel ratio and the sort. I also learned that the check engine light must be burned out because it is throwing a code after all. It says bank 1 oxygen sensor no activity, which I find really odd since the sensor is new and has a new connector as well. I even searched a few junkyards for another 96 X motor car for a PCM, just to see if that could be the culprit.

I didn't find one but on a more positive note I found a HUD for it and put that in there.

This is one of the whole issues with this motor, it's PCM, and harness. The extreme finickiness (if that's a word). My '96 Monte with it, if a blade of grass in China waved in the wind, it'd set a CEL here in Chicago. It ewas just that tempermental/finicky.

On a side note, I don't recall if I posted it already in this thread (and I'm too lazy to go look), have you ensured that the upper intake plenum IS properly torqued/sealed to the base? Typically you'd think that any post-MAF air intrusion would lead to a lean code, but an ever so slight leak at that joint could be causing the surging. Those threads in the base are VERY senstitive to re-torquing.

Ok so I was starting to lose my sanity with this thing. I ordered a Denso O2 sensor from rock auto and I had the place we got the car from install it. I just drove it 20 miles and no stalls, no surging, no codes and it even sounds quieter. So that means the sensor I had the first time must have been a dud.

Doh! Can't believe I didn't see this.

Yes, X motor PCM's can be very finicky regarding HO2S's.
