There is a bypass valve on the supercharger that is likely stuck open. Somebody else here might have a pic to show this. This is likely caused by carbon buildup in the valve and may need a tear-down (remove the S/C) to properly clean it up.

Two things to check. The BCA (actuator, the black cylinder on the front near the throttle body with a vacuum line running to the top and the bottom, if you're not familiar) has a rod with a foot coming out the bottom. When the engine is not running, the foot should rest on the stop below it. With a little effort, you should be able to lift the foot by hand, thereby pushing the rod up into the BCA. There shouldn't be any binding or "catchy" spots. If you start the engine and let it idle, the foot should be pulled straight up. If none of the above are happening, some good shots of WD40 at the rod that goes into the supercharger while working it by hand may free it up.

Second, unplug the BCS (solenoid, little black box connected to the other end of the vacuum line running out of the bottom of the BCA) and take it for a drive. If the boost comes back, you need a new BCS.

Okay so I looked at the actuator and it scenes to be flowing smoothly so I went after the solenoid and got it checked it read 0 ohms so I'm assuming it's broken but I put it back and ran the hoses to it but didint plug the wireing harness back in and took it for a drive but it still tops out at 3 psi so any ideas why that would happen

Could be stuck open. Plug the lines with a couple golf tee's and go for a drive again.

Although, I somewhat suspect a vacuum leak being part of this as well. Or possibly BCV or wiring to it. At 190k I wouldn't rule anything out. Which is why I'm having you bring it over so I can see what is there for myself. :)

I'll tag the update, and endthread on this one.

New fuel pump went in, fired right up, new BCS is in, runs like a scalded dog like it should. Makes 8.8 lbs of boost. It's actually fun to drive now that it has fuel pressure and boost. :P
