'92 Olds Regency Twilight Sentenel Problem

When I bought he vehicle used many years ago, the TS did not work properly. It would come on all the time when starting the engine, and when you cut the engine off the headlights would stay on for about 5 seconds before going off. I tried all kinds of solutions but could never get it to work right. I tested the eye with my volt meter and it seemed to be working fine. Just today, I noticed that now the headlights will not go off at all when the key it turned off when the TS is switched on. Any ideas anyone?
