Lincoln town car hood issue

I have acquired a 04 Lincoln town car and noticed first that the hood lock striker was broken. The arm that you lift up to release the hood just moves back and forth without moving the latch. So that needs to be replaced. But then I noticed that when pulling the hood release on the inside of the car, the mechanism in the engine bay doesn't move. Could this be the hood release cable or the hood latch?

If the latch under the hood isnt moving at all, the hood release cable is likely the culprit there.

Yea I had someone look at the latch while I pulled on the hood release and nothing moved. I'll have to try and find one then!
