There is such problem! I include yard keepers and they start to submit life signs only on the maximum speed and that rise only on 10 % and then again fall and so work constantly! Having turned the handle of a screen wiper (yard keepers) Yard keepers 10-15 centimeters join but rise only and at once come back in a bottom. In other words yard keepers clear only 10-15 centimeters has flown down from below and above don't rise though don't stop and continue to move. I hope so it will be more clear. Tomorrow I want to go on a hot sink and to wash out all lattice which under yard keepers be hot water with calculation that all that there could to accumulate and freeze will get warm.

I think I've seen this problem when the wiper arms were coming disconnected from the linkage.

This theme not the such! In it it is told that one of yard keepers doesn't fall up to the end and at me they rise into place but don't rise above than is shown on a photo. We will admit that has flown down it of 100 % and lifting of the yard keeper only on 10 % and at once return to a starting position.

there is no such problem covered in the factory service manual. best i can understand, you are saying the wiper blades only rise to about 10 per cent 0f normal operation. so it would appear that you have obstruction, such as ice. or the wiper motor gearing is stripped. since both wiper blades move the same distance (per your drawing) i would suspect that the wiper motor (engine) may have to be replaced.

I had one that would do this but it would wait a half a second before moving then would go up just a bit and then stop and go back down. The problem is the windshield wiper froze to the window and the motor turned the bolt, so re-tightening both and retrying might help.
