Junkyard? You could go to wal-mart and get some hubcaps too...

9C1 caps and rims are best left to ebay or junkyards that buy from government agencies. You could also go to your local police station and ask logistics what they do with their decomissioned vehicles, and if they would be willing to help you grab those caps. But be warned: the newer Impala 9C1 (2006-up) were designed to take the older rims, so some agencies still keep the rims around for spares.

I'm pretty sure I had told you I had seen them on eBay for around $60. Couldn't find them earlier but I know I've seen them pop up.
Going to the police station and asking seems like a pretty decent Idea too. If you can't buy them from them, maybe you could make a "donation" in exchange for a set. Who knows. But eBay is a good bet.

Re: My Cop impala
I bought some from ebay a few years back for my brothers car, Just remember this wont bolt onto a stock impala rim. Youll have to center out the new hub along with drilling and taping 3 holes which bolt the actual hub to the rims. This is so you cant steal them easily.
Make sure you repaint the black wheels prior to putting the center back on, the look is great
