so the problem is that my original power steering pump started dying and whining so i bought a new one from a company my dad gets discounts on, however this one seems even worse, it works and i have power steering but it is the loudest thing in the world now. when i look in the reservoir its foamy, so i don't know it there is air in the system and that could be causing the noise or if the pump i got is bad. However this pump is going back anyway cause my dad was out helping me and broke the stem on the reservoir.

what im wondering is could air cause the noise or is it just a bad pump, and if it is air how should i fix this so that the new pump doesn't have the same problems?

Usually when you open the system to replace a part, air gets in and it will bubble& foam and whine until the air works it's way out of the system (usually after sitting overnight).
