The temp guage on my 97 SSEi went 2 lines past 200 last week while stuck in traffic. It went back to normal (around 200) once i reached highway speed. i had the thermostat replaced and the coolant flushed and replaced. it stays pretty normal except when idling and it creeps up past 200. i put the a/c on and it drops. is there a sensor that makes the fans kick in when the engine temp goes above 200? and if so, where is it located?

Fans come on at 220° unless you turn the AC on, in which case both fans will come on (high speed) at that time. That's the best way to regulate temps, unless you have the PCM reprogrammed for a lower fan turn-on, rewire the system to come on using an added thermocouple and relay, or install a high-speed override fan switch like many of us have.
