How long of a torque wrench would I need for cylinder head bolts?

The specification is 37 foot pounds plus 120 degrees.

GM 3800 Series II V6.

37 ft lbs is nothing for any standard 1/2" torque wrench.

The important part is the 120°. You'll need an angle gauge like this: https://www.amazon.com/dp/B00L6I1874

You can use a simple breaker bar to apply the 120°.

How about a 3/8" drive torque wrench that's 17.9 inches long; would that be long enough?

As long as 37ft lbs is inside its range I don't see why it would matter.
