The gas door lock works in conjunction with the door locks. Lock the doors, and it would lock the gas door. Unlock, and it releases it. Failure of that lock is quite common. Many just remove, or disable it.

YES, you can open the trunk, peel back the grey liner and find the manual release,:its a plastic 3inch tab connected to a wire - pull it and open gas door.

There is actually a cross cut in the trunk liner for the manual release to pass through. The backing on the release pull tab allows it to stick to the liner in plain view to access when necessary. If everything is installed correctly, there should be no need to peel back the trunk liner. It sounds like someone probably had the trunk taken apart and didn't reinstall things correctly.

My gas door release solenoid gets flaky and doesnt always release. Got tired of having to open my trunk and pull the release everytime I got gas, so I just bent back the catch on the door so the solenoid doesn't catch anymore. Not too worried about someone messing with the fuel tank.
