The only symptom of a leaking valve cover gasket would be smelling oil as burns on the exhaust manifold. It is NOT causing your issues with brakes or AC, 100%. It doesn't look like you're making it to the stop on the linkage. It's hard to tell in your video what is holding it back. Have you taken off the intake ducting to physically look at the throttle plate?

If there was recent work done, I'd physically check the throttle body and cable for issues. Can you open the TB all the way by hand? If it only shows 40% when you have it all the way open, replace the TPS.

Rotors look great, coating is still intact. Normal for them to be dirty like that. There are no rotational score marks. Clean off a little of the grim. If they are shiny metal, that means the coating is gone. If they are gray, the teflon coating is there.

The whining noise is definitely coming from something belt driven. To eliminate the SC, just take off the SC belt.
