You can test your relay as follows:
Take the relay off both plugs, car and antenna.
With a multi-meter, it should show:
Pin 6 is "open" (infinite ohms) to all pins.
Zero ohms (dead short) between pins 1 and 5, and between 3 and 4.
Pins 3 and 4 are otherwise "open" against all other pins.

A final word: success, but we don't know why.
After declaring defeat, I reassembled it with the intent of installing, extending, and unplugging..... leaving it permanently "up".
I had to dissassemble-reassemble several times, because you have to get that little cog-wheel set just right so ...

My antenna was working properly and then stopped abruptly this past weekend. It was fully retracted and would not go up.

GM wanted a full grand for replacement at the time.
