ok so the otherday i got my tubing filer and everything but when i went to hook it up i could not due to there being nowhere to hook it up...i was looking the only spot i found is where the charcol canister is but wen that was lifted up it went right to the road...is there where u put one on a 99 ssei

Relocate the charcoal canister like all the other topics you searched for with 92-99 FWI installs, even if you have to lengthen the tubing to put it where you want it. Use VACUUM rated tubing.

Cut the FWI to length once you have it where you want it. Don't make it to tight.
