it looks like its for all w body. i think the bends for the down pipe are on different angles dont know if there are any other differences.

so let's say i came across a running L67, buy the wiring conversion kit, and would it fit into the 99 SE? (L36)

The short answer, Yes. I'm sure others will tell you that it wouldn't be cheap, and that you would be better off selling your car and just buying a SSEi, but if you want a project, its possible.
