Would you happen to know the build date of the car? There were a few that slipped out of the factory with a strange tune... Most we're recalled for various reasons and the EPROM was replaced...lol

The build date on the door is january of 95 but most of the parts are stamped late 94

Some of the 3.06 bonnevilles for 95 had a 39 mph 2-1 and 82 mph 3-2 kick down, and a 5750 max shift meaning it would shift at 5950... Do you shift right on the redline at 6000?

There was some torque management in these but not as much as the 96-97+ pcm...

If you have the other chip you'll see shifts at 5600-5700 Rpms..

Not bad!
My old 1998 SSE with 3" DP, Magnaflow HF cat, CAI, 180* t-stat, TM disabled only was able to pull off a 15.948 @ 87.
Even Smellbirds (Seth) old 98/99 SLE with the same mods, but he had a Magnaflow muffler, Intense tune, and FWI vs my CAI and he was only running 15.7's @ 87-88 IIRC.

For low 15's get your launch under control (tire squeek with 0 wheel spin is perfect).
Lose some weight (remove all personal effects, rear & passenger seat, pull the carpet/jack/spare out of the trunk).
Lower front tire pressure to ~18-27# depending on tire.
Raise rear tire pressure to max load.
If your car has rear air shocks trick the elc.

Don't think you'll be bale to use the newer Down Pipe unless you swap out the rear manifold for a 97+ H body manifold..
