'59 Bonneville no power to fuse for turn signals

Year and Trim: 1959 Bonneville 2 dr coupe

Turn signals, brake lights, tail lights and backup lights all stopped working. I found a bad 1157 bulb and replaced it. I checked all the fuses and found them to be good. I then checked to see if the fuses were getting power at the fuse box (with the engine running). I found they were not getting power. Any of you more experienced guys have any ideas?
