Currently my cigarette lighter fuses (22 AUX PWR, and 23 C/LTR) are set to the outer positions and are powered constantly. Moving the fuses to the inner position to switch power off on key off causes the ports to not receive power at all. Regardless of either fuse position, the raido turns off on key off(10 mins after). What would be my next step in figuring out how to fix this?

I would next suggest you probe the fuse ports with a multi-meter to find the position that works.
I blew the fuse and now it wont work so,I will be doing the same by the weekend.
I may just put 2 fuses in to see what happens.

Did you check for voltage across the inner fuse sockets and batt-?

ok, the radio is supposed to turn off at 10 min after key off. this is how it works in my 2000 and I have confirmed that your 2005 works the same
