I think you just spray water on the area before sanding, but I may be wrong

Yeah, just make sure the surface is wet at all times, but wet the sandpaper first also. It keeps the sandpaper from getting 'clogged' with clearcoat, and with light pressure doesn't remove too much clearcoat. Clean off the sandpaper often.

Use a drop or two of dish soap (dawn or similar) in the water, and soak the paper for ~10 minutes to be sure it is fully saturated. The soap lubricates the paper and helps prevent clogging.
