I feel really stupid asking this question, but what is the proper level for the coolant in the overflow tank?

Not sure why I don't understand the markings, but it says "full cold do not overfill" on TOP of the tank.
No mark that I can see on SIDE of tank where most other tanks have a line to fill to.

I'm sure it will be a Ah ha moment once explained to me , lol.

I believe the COLD line is on the clear part of the tank. If you follow the raised plastic ridge that goes down the curved side of the tank. It should stop at a certain level on the side. I remember putting my finger on it and looking into the tank through the cap to see my fingers shadow as a guide to get to the proper level.

Exactly. It's kind of hard to see but the full cold is about the mid point. If I recall correctly, there is a seam that runs around the tank at that level (not where the black meets the clear, lower down). This is what you're looking for.
