What is involved in replacement of tie rods, ? A tech at the tire store said the inner tie rods require a special tool for removal and installation.

The inner tie-rod end does require a special tool. If you're lucky, you may be able to get to it with a large crescent wrench, but it makes the job a lot harder. Most auto parts stores will loan out the tool. Replacing the inner is more involved than replacing the outer tie-rod end.
